In a statement, the leaders of Puntland and Jubbaland have strongly accused the federal government of Somalia of not engaging with them to reach consensus over elections.
Puntland president Said Abdullahi Deni and Jubbaland president Ahmed Madoobe have been in the capital Mogadishu for three weeks to participate in talks on elections.
The leaders met presidents of the other federal member states to convene the federal government to allow all stakeholders to attend the planned summit.
President Farmaajo whose term ended on 8 February was accused of not holding elections and wants to remain in office, but he denied it.
The international community pressures the Somali leaders to reach consensus on elections.
The opposition parties previously demanded to join talks on elections.
