Somaliland President Muse Bihi set free 365 inmates with minor offenses on presidential decree due to celebration of Somaliland 29 anniversary independence.
The decree says that the pardon isn’t final but attorney general has the mandate to look into the offense and whether the pardon is applicable to a certain inmates.
The president based his pardon on request from prison authorities and attorney general to release some of the prisoners.
The initial reports say that Abdimalik Muse Cooldoon isn’t included in the list of the free people. He is sentenced to three years and half of imprisonment. For your information, the phrase minor offenses is loosely used for those the president pardoned no matter how long they were sentenced to imprisonment and it has no legal definition here in the news feature.
However, the decree didn’t specify the criterion for inmates to meet in order to get their freedom back.
