Hargeisa (CBATV) – The Chairman of Somaliland’s civil service commission advised against a special law for the staff of the parliament.
Farhan Ali Haybe, the head of the civil service made the recommendation in a meeting with the standing committee of the House of Elders today January fifth.
The chairman of Somaliland’s civil service commission made an appearance before the standing committee of the House of Elders today. He briefed the committee on the performance of his organization through last year and their plans for the immediate future.
Reform of recruiting processes, capacity building of the civil service and devaluation of some powers were among the highlights.
In his report, The Chairman of Somaliland’s civil service commission, also advised against a special law for the staff of the parliament. Farhan Ali Haybe, said a bill drafted by the civil service commission offers more benefits and rights to the staff of the parliament.
He added that the commission had drafted a bill for the benefits and rights of the civil service and submitted to the cabinet for approval. He urged the House of Elders to instead adopt the bill drafted by the civil service commission.

There are talks of bills specific to the staff of the parliament. If that’s pursued, it means the staff will be deprived of the benefits the commission affords to the civil services. These benefits include pension, care, and training. So I would advise against that. Our bill includes the staff of the parliament, and if you go your separate way, it means depriving your staff of these benefits.
Farhan Ali Haybe told the lawmakers that the new civil service law provides a wider definition for the civil servant staff and incorporates more independent agencies and institutions. He stressed that the objective was to streamline and standardize recruiting process all across government departments to make employing more just and fair.
The head of the civil service commission boasted that the service grew by over four thousand recruitees including fourteen hundred employed through the national service program.
