In his highly anticipated annual address to the joint session of Somaliland’s Parliament, President Abdirahman Mohamed Abdillahi (Irro) placed national security and sovereignty at the heart of his speech, outlining a bold vision for strengthening the country’s defense capabilities and reasserting the unshakable unity and independence of the Republic of Somaliland.
Speaking before members of both houses of Parliament, the judiciary, national political leaders, military commanders, and representatives of civil society, the President opened with a firm declaration: “There is no compromise on the sovereignty, unity, and territorial integrity of the Republic of Somaliland.”
Reinforcing Security Foundations
President Irro detailed the progress made during the first 100 days of his administration under the theme “Unity and Action,” with security reforms leading the agenda.
“Peace and security are the foundation of progress and the shield of statehood,” the President declared.
Among the key initiatives highlighted were the integration and formalization of previously clan-armed groups into national security forces, ensuring all armed personnel are now under central command. The government launched comprehensive registration and biometric verification of all military units to eliminate “ghost soldiers” and provide accurate payroll and personnel data.
This initiative paves the way for a major salary increase for the armed forces, with the President confirming that military personnel will receive their wages directly from the national treasury. Additionally, soldiers and their families will be granted free healthcare and social services, and a new framework for merit-based promotions and rewards within the military has been introduced.
More than 700 new officers have undergone training, with a portion sent abroad for advanced instruction. The President also emphasized a significant boost to technological and operational capacity within the Immigration Department and Coast Guard, whose operational force has tripled to improve maritime security.
Establishment of National Reserve Forces
In a major announcement, President Irro revealed the formation of Somaliland’s National Reserve Forces, a strategic move to enhance national defense readiness.
“To safeguard our sovereignty against emerging threats, today we declare the establishment of the Somaliland National Reserve Forces,” he stated, drawing applause from the legislature.
This force is expected to act as a rapid-response reserve that can be mobilized in times of crisis, further solidifying Somaliland’s self-reliant defense doctrine.
Border and Aviation Security Boosted
In addition to land security improvements, the government has increased security at all airports across the country. Enhanced surveillance, personnel training, and technology upgrades have been implemented to prevent infiltration, smuggling, and external threats through air travel.
Challenges Ahead
Coastal surveillance along Somaliland’s extensive Red Sea shoreline has also been expanded as part of a regional security strategy that aligns with international maritime protection standards.
While celebrating achievements, President Irro acknowledged the challenges that remain. He noted that full economic recovery and peace consolidation still require significant work.
“To fully restore our economy and national unity, we must continue to secure our land, stabilize our institutions, and build confidence among all citizens,” he warned.

In conclusion, the President urged citizens and leaders alike to uphold the values of patriotism and collective responsibility in preserving Somaliland’s independence.
“Our strength lies in our unity. Let us remain vigilant, united, and committed to the peace we have fought so hard to achieve,” he said.
